ज्वाइंट एनफोर्समेंट टीमें करेंगी विजिट, प्रोटोकाॅल की अवहेलना पर होगी सख्त कार्यवाही। जिला कलक्टर मेहता ने बैठक और वीडियो कांफ्रेंसिंग के माध्यम से दिए निर्देश
बीकानेर, @dainikkhabraan। कोविड संक्रमण के बढ़ते मामलों के बीच शुक्रवार से ज्वाइंट एनफोर्समेंट टीमें (जेईटी) अपने-अपने क्षेत्रों में औचक निरीक्षण करेंगी तथा कोविड प्रोटाॅकोल की अवहेलना करने वालों के खिलाफ सख्त कार्यवाही अमल में लाई जाएगी। जिला कलक्टर नमित मेहता ने गुरुवार को कलक्ट्रेट सभागार में आयोजित बैठक तथा इसके पश्चात् जिले भर के उपखण्ड स्तरीय अधिकारियों के साथ आयोजित वीडियो कांफ्रेंसिंग के दौरान यह निर्देश दिए।
उन्होंने कहा कि संक्रमण की चैन को समय रहते तोड़ा जा सके, इसके मद्देनजर सभी संबंधित विभागों को अधिक मुस्तैदी से काम करना होगा। पीबीएम के एमसीएच विंग तथा जिला अस्पताल सहित सभी चिकित्सा केन्द्रों में दवाइयों और पर्याप्त संख्या में बैड की व्यवस्था सुनिश्चित करने के निर्देश दिए। जिले के सभी ऑक्सीजन जनरेशन प्लांट अतिशीघ्र प्रारम्भ करवाने तथा प्रत्येक स्वास्थ्य केन्द्र पर आॅक्सीजन कंसंट्रेटर चालू स्थिति में रखने के लिए निर्देशित किया। उन्होंने मुख्य चिकित्सा एवं स्वास्थ्य अधिकारी को प्रमुख निजी चिकित्सालयों से समन्वय करते हुए यहां भी सभी आवश्यक व्यवस्थाएं सुनिश्चित करने को कहा।
एनफोर्समेंट टीमें करेंगी कार्यवाही
जिला कलक्टर ने कहा कि शुक्रवार से एनफोर्समेंट की कार्यवाही में भी तेजी लाई जाएगी। प्रत्येक जेईटी अपने क्षेत्र में विजिट करेगी और मास्क नहीं लगाने वालों तथा किसी भी स्तर पर प्रोटोकाॅल की पालना नहीं करने वालों के खिलाफ सख्त कार्यवाही करेगी। उन्होंने कहा कि सार्वजनिक स्थानों पर बेवजह भीड़भाड़ को भी सख्ती से लिया जाएगा। साथ ही दुकानों में प्रोटोकाॅल की अवहेलना पाई गई तो इन्हें सीज कर दिया जाएगा। उन्होंने पुलिस की गश्त बढ़ाने, प्रभावी पेट्रोलिंग करने तथा फ्लेग मार्च निकालने के निर्देश दिए।
टीकाकरण की बढ़ाएं गति
जिला कलक्टर ने कोविड टीकाकरण की गति और बढ़ाने के निर्देश दिए तथा कहा कि अब कोई भी वैक्सीन की दोनों डोज से वंचित नहीं रहे। पंद्रह से 17 वर्ष के किशोर-किशोरियों के टीकाकरण पर भी विशेष ध्यान दिया जाए। इसके लिए घर-घर दस्तक अभियान को प्रभावी तरीके से क्रियान्वित करने के निर्देश दिए। उन्होंने सैम्पलिंग बढ़ाने, प्रभावी कांटेक्ट ट्रेसिंग करने तथा रेलवे स्टेशन, बस स्टेंड एवं एयर पोर्ट पर स्क्रीनिंग और नियमानुसार मिनी कंटेटमेंट जोन बनाते हुए प्रभावी कार्यवाही को कहा।
मुख्य मार्गों पर स्थापित होंगी चैक पोस्ट
मेहता ने कहा कि जिले के प्रमुख प्रवेश मार्गों पर चैक पोस्ट की स्थापना की जाए तथा अन्य जिलों से आने वाले लोगों की स्क्रीनिंग तथा आवश्यकता के अनुसार सैम्पलिंग हो। कलक्ट्रेट में जिला स्तरीय तथा उपखण्ड मुख्यालयों पर उपखण्ड स्तरीय नियंत्रण कक्ष स्थापित किया जाए। इनके अलावा पीबीएम एवं चिकित्सा विभाग द्वारा भी चौबीस घंटे कार्यरत रहने वाले नियंत्रण कक्ष स्थापित करते हुए इनमें कार्मिकों की नियुक्ति की जाए। नगर निगम आयुक्त को निर्देशित करते हुए प्रत्येक जेईटी को एक-एक आईईसी वाहन उपलब्ध करवाने, मास्क वितरण के लिए कैम्पेन चलाने के निर्देश दिए।
लीड करें उपखण्ड अधिकारी
जिला कलक्टर ने वीडियो कांफ्रेंसिंग के दौरान कहा कि प्रत्येक क्षेत्र में उपखण्ड अधिकारी सभी व्यवस्थाओं की माॅनिटरिंग का नेतृत्व करें। सभी संबंधित अधिकारियों के साथ बैठकें करते हुए आवश्यक दिशा निर्देश दें। इसमें किसी भी स्तर पर ढिलाई नहीं बरती जाए।
इस दौरान जिला परिषद की मुख्य कार्यकारी अधिकारी नित्या के., अतिरिक्त जिला कलक्टर(प्रशासन) बलदेव राम धोजक, नगर विकास न्यास सचिव नरेन्द्र सिंह पुरोहित, नगर निगम आयुक्त पंकज शर्मा, मेडिकल काॅलेज प्राचार्य डाॅ. मुकेश आर्य, डाॅ. गुंजन सोनी, डाॅ. सुरेन्द्र वर्मा, मुख्य चिकित्सा एवं स्वास्थ्य अधिकारी डाॅ. बीएल मीणा सहित जेईटी के सदस्य मौजूद रहे।
Joint enforcement teams will visit, strict action will be taken on violation of protocol
District Collector Mehta gave instructions through meeting and video conferencing
Bikaner, @dainikkhabraan. Joint Enforcement Teams (JETs) will conduct surprise inspections in their respective areas from Friday amid rising cases of Kovid infection and strict action will be taken against those who violate the Kovid protocol.
District Collector Namit Mehta gave these instructions during a meeting held in the Collectorate Auditorium on Thursday and after video conferencing with the sub-divisional level officers across the district.
He said that the chain of infection can be broken in time so that all the departments concerned will have to work more diligently. Instructions were given to ensure the arrangement of medicines and adequate number of beds in all medical centers including MCH wing and district hospital of PBM. Directed to start all oxygen generation plants in the district at the earliest and to keep oxygen concentrators in running condition at each health center. He asked the Chief Medical and Health Officer to ensure all necessary arrangements here while coordinating with the major private hospitals.
Enforcement teams will take action
The District Collector said that enforcement proceedings would also be expedited from Friday. Each JET will visit its area and take strict action against those who do not apply masks and do not follow the protocol at any level. Unnecessary overcrowding in public places will also be taken strictly, he added. Also, if the shops are found to be violating the protocol, then they will be seized. He directed to increase police patrolling, conduct effective patrolling and conduct flag marches.
Increase the speed of vaccination
The District Collector instructed to increase the speed of Kovid vaccination further and said that now no one should be deprived of both the doses of the vaccine. Special attention should also be paid to the vaccination of adolescent girls between the ages of fifteen and 17. For this, instructions were given to implement the door-to-door Dastak campaign effectively. He asked for effective action by increasing sampling, effective contact tracing and screening at railway stations, bus stands and airports and creating mini-containment zones as per rules.
Check posts will be set up on main roads
Mehta said that check posts should be established on the major entry routes of the district and people coming from other districts should be screened and sampled as per the requirement. Sub-division level control rooms should be established in the collectorate at the district level and at the sub-divisional headquarters. Apart from these, personnel should be appointed by the PBM and Medical Department by setting up a control room which is working round the clock. While directing the Municipal Commissioner, he directed to provide one IEC vehicle each to each JET, and run a campaign for distribution of masks.
Lead Sub Divisional Officer
The District Collector said during the video conferencing that the sub-divisional officers in each area should lead the monitoring of all the arrangements. Give necessary directions by holding meetings with all the concerned officers. There should not be any laxity in this at any level.
During this, Chief Executive Officer of Zilla Parishad, Nitya K., Additional District Collector (Administration) Baldev Ram Dhojak, Urban Development Trust Secretary Narendra Singh Purohit, Municipal Commissioner Pankaj Sharma, Medical College Principal Dr. Mukesh Arya, Dr. Gunjan Soni, Dr. Surendra Verma, Chief Medical and Health Officer Dr. JET members including BL Meena were present.
