संडे लॉकडाउन में सबकुछ रहेगा बंद!:दूध डेयरी, फल-सब्जी मंडी और किराना की दुकान तक बंद रहेगी, लॉकडाउन में थी छूट
जयपुर/राजस्थान, @dainikkhabraan। कोरोना बढ़ने के साथ ही सरकार ने पांबदियां बढ़ाना शुरू किया है। 9 जनवरी को जारी की गई पाबंदियों की गाइडलाइन में खामियां सामने आने लगी हैं। सरकार ने नई गाइडलाइन में शनिवार रात 11 बजे से लेकर सोमवार सुबह तक पूरी तरह कर्फ्यू लगाने का प्रावधान किया है। संडे को सब कुछ बंद रहेगा। नई गाइडलाइन के हिसाब से संडे कर्फ्यू में दूध डेयरी, फल सब्जी मंडी तक को खोलने की छूट नहीं है। जबकि कोरोना की पहली और दूसरी लहर के सख्त लॉकडाउन में भी दूध डेयरी, फल सब्जी की दुकान और किराना की दुकानें खोलने की अनुमति होती थी। मौजूदा प्रावधान के हिसाब से तो संडे कर्फ्यू के दिन न दूध मिलेगा और न फल सब्जी मिलेगी। मीडियाकर्मियों के लिए भी गाइडलाइन में कवरेज के लिए आने जाने की छूट का उल्लेख नहीं है। हर बार कर्फ्यू या लॉकडाउन में इसका उल्लेख होता है। जब तक गाइडलाइन में संशोधन नहीं होता तब तक संडे लॉकडाउन में लोगों को परेशानी होना तय है। गाइडलाइन की इस खामी को दूर करने के लिए गृह विभाग को संशोधन करना होगा, इसके बिना छूट नहीं मिलेगी।
इन 10 कैटेगरी को छूट, इनमें दूध डेयरी, फल सब्जी की दुकानें और मीडिया शामिल नहीं
संडे कर्फ्यू के दिन 10 कैटेगरी बनाई है जिन्हें छूट रहेगी, लेकिन इनमें दूध डेयरी, डेयरी बूथ, फल सब्जी मंडी और फल सब्जी की दुकानों का कहीं जिक्र नहीं है। जिन फैक्ट्रियों में लगातार प्रोडक्शन होता हो, नाइट शिफ्ट वाली फैक्ट्रियां आईटी, टेलीकॉम सेवाएं,मेडिकल दुकानें, शादी समारोह, इमरजेंसी सेवाओं वाले ऑफिस, माल लाने ले जाने वाले सभी वाहनों के साथ रेलवे स्टेशन, बस स्टैंड और एयरपोर्ट आने जाने वाले यात्रियों को छूट रहेगी। वैक्सीनेशन के लिए आने जाने वालों और मेडिकल सेवाओं से जुड़े ऑफिस कर्फ्यू के दायरे से बाहर रहेंगे।
स्ट्रीट वेंडर, थड़ी ठेले वालों को भी छूट नहीं
स्ट्रीट वेंडर, थड़ी ठेले वालों और फेरी लगाकर सामान बेचने वालों को लेकर भी गाइडलाइन में प्रावधान नहीं है। इन्हें भी छूट के दायरे में नहीं रखा है। कोरेाना की गाइडलाइन में पहले भी कई बार खामियां सामने आ चुकी हैं। कोरोना की दूसरी लहर के समय भी कई बार शादी समारोह से लेकर कई तरह की पाबंदियों और छूट को लेकर विरोधाभासी प्रावधान कर दिए थे। इस बार भी उन्हीं गलतियों की शुरुआत कर दी गई है। मौजूदा गाइडलाइन की खामियों को सुधारने के लिए सरकार जल्द नई गाइडलाइन जारी कर सकती है। अब फिर से संडे से पहले संशोधित गाइडलाइन और आ सकती है। गृह विभाग के स्तर पर तैयारियां चल रही हैं।

कोरोना को लेकर सरकार 10 दिन में 4 गाइडलाइन जारी कर चुकी है। सबसे पहले 29 दिसंबर को गाइडलाइन जारी क। इसके बाद 2 जनवरी और 5 जनवरी को गाइडलाइन जारी कर कुछ पाबंदियां लगाई। फिर 9 जनवरी को गाइडलाइन जारी संडे कर्फ्यू, रात 8 बजे बाजार बंद करने, शहरों में 12 वीं तक की स्कूल बंद करने जैसी पाबंदियां लगाईं।
